General Laborer

Salary: Without CDL – $17.02 per hour with a 3-year progression / With CDL – $17.78 per hour with a 3-year progression

Job Summary:
A general laborer performs a variety of skilled, semi-skilled and manual labor using a variety of hand tools, power, tools, and equipment. This position will be expected to physically engage in these tasks and when there is a shortage of manpower or in other emergency situations, this position will be required to work overtime and/or an adjusted shift with little to no notice.  Over time, a laborer will lean to perform semi-skilled to skilled work in the maintenance, operations, repair, and construction areas of the Public Works department.

Essential Duties and Responsibilities and all other duties as assigned:
– Operate light and heavy-duty trucks, snowplows, street sweepers, grapple trucks, sanitation trucks, flush truck, brine trucks, leaf machines, backhoes, loaders, tractors, skid steers, jetters, jet vacuum machine, pull large trailers, and operate other power-driven equipment as needed.
– Cut grass with mowers and weed eaters for extended periods of time.
– Operate a variety of hand tools and power equipment including but not limited to, tractors, riding mowers, push mowers, weed eaters, chainsaws, rakes, shovels, blowers, sprayers, pumps, hand saws, and other related forms of equipment.
– Maintain storm sewer collection systems (24 hours per day)
– Perform emergency storm sewer line repair work as required (24 hours per day)
– Perform emergency road work as required (24 hours per day)
– Clean and maintain all equipment, vehicles and tools.  Report any issues or concerns to supervisors.
– Perform various types of underground work.
– Pick up trash in all public property, right-of-way, and assigned areas.
– Locate all 811 calls
– Perform other related work as required including but not limited to: Catch basin cleaning and inspections, concrete construction, crowd control procedures, ditch clearing and cleaning, erosion control, crack sealing operations, hot patch machines, MUTCD protocols, forklift operations, disaster response, PASER rating of roads, traffic control procedures, inventory, facility maintenance, flag/banner installation, yard waste collection, utility notifications, roadway light maintenance, slope mowing, hazard spill cleanup, pump house operations, etc.

Supervisory Responsibilities: This job does not have any supervisory responsibilities.

Qualifications, Education, and/or Experience:
– Ability to follow oral and written instructions promptly and accurately.
– Knowledge of basic construction and maintenance techniques/practices concerning the Public Works department and their systems.
– Ability to read maps and Global Information Systems (GIS) to locate sewers for routine work and mark locates and sewer line repairs.
– Reasonable knowledge of work methods, practices, and procedures involved in a variety of public works construction, maintenance, and repair activities.
– Reasonable knowledge of street, sidewalk, sewer line, buildings, sanitation/waste collection, and other grounds maintenance work.
– Ability to understand and comply with OSHA, OEM, and Public Works Safety Standards.
– Proven ability to communicate effectively and respectfully with supervisors, peers, and the public.
– Ability to multitask and demonstrate a sound work ethic.
– Hold a current valid Class B CDL with Air Brakes and the N Endorsement or Class A CDL with Air Brakes and N & S Endorsement (must be obtained within 90 days of hire)

Physical Demands:
– Ability to lift, carry, push or pull objects weighing up to 100 pounds without an assistive device.
– Ability to sit for long periods of time – mostly sedentary position.
– Ability to stand and stoop frequently as needed for employee/citizen engagement and filing.
– Perform maintenance duties that require walking, climbing, crouching, bending, and stooping.
– Ability to perform extensive manual labor under all weather and climate conditions.

Work Environment:
– Environment: This job is performed in all conditions including inclement weather while exposed to cold, dampness, fumes, dust, odors, dirt, rain, heat, chemicals, weeds, or water. Work may be performed underground.

Location: 3 Leuthart Drive, Clarksville, IN 47129

Hours:
Monday through Friday 6:30a.m. – 2:30 pm but must be available for after-hours calls to assist with work as needed. This position will include nights, weekends and holidays. Refer to Section 400 of the Employee Handbook.
